The joke is about pretending to satisfy an extreme uptime requirement by exploiting timing.99.999% uptime leaves almost no room for downtime, so the “clever” solution is to schedule maintenance at the most inconveniently rare and low-traffic time possible: 3 AM on February 29th, which only exists in leap years.
