The joke is about the huge difference in how often the two Ctrl keys are used.Left Ctrl is the celebrity key for shortcuts like copy, paste, save, undo, terminal commands, and browser actions.Right Ctrl technically does the same job, but most people barely touch it, so it looks like the forgotten twin.
